An approval record needs defined scope.
Appearance approval, specification confirmation and performance assessment are separate decisions. Record which sample and which requirements each decision concerns before describing a fabric as approved.
Use the right reference.
Use the actual article specification, retained physical reference and relevant documented assessment. A company certificate or another fabric report does not establish every requirement for the proposed cloth.
Bring it to the garment task.
Agree the inspection and acceptance questions with the responsible parties. Do not introduce universal limits, grades or tolerances when the programme has not defined them.
Produce a usable record.
Close open actions before bulk handoff. Keep the date, sample version, accepted points and outstanding exceptions together so a later revision cannot silently inherit a broad approval.

How do I link a test report to the fabric being ordered?
Check the article identity, sample description, colour or finish scope, assessment method and date. Ask the responsible parties whether that scope applies to the current candidate. A report for another cloth or a company-level certificate cannot settle every requirement for this order.
What should happen when an approval has an exception?
Record the exception explicitly and identify who will resolve it and before which milestone. Keep acceptance conditions with the versioned sample. Do not turn an unresolved requirement into an assumed pass merely because another part of the sample was approved.
